Models define relation between levels

Bottom level: demands on raw materails and building materials; composition, grading, voids, degree of compaction, PSV, pen, TR&B, etc.
Level Two: elementary material properties; resistance against fatigue, deformation, cracking, thickness, etc.
Level Three: construction demands; strength, bearing capacity, durability, etc.
Level Four: function demands; friction, evenness, noise reduction, number of lanes, etc.
Top Level: user demands; safety, comfort, accessibility, travel time, etc.
