Team Biographies

Steven DeWitt, P.E.,(AASHTO cochair) is the director of construction for the North Carolina Department of Transportation (NC DOT) in Raleigh, NC. He is responsible for all construction management activities for the NC DOT. This includes all aspects of contract administration, project inspection, construction workforce issues, quality control programs, innovative and/or alternative contracting methods, project lettings, contractor claims, constructibility and value engineering reviews, and utility relocation processes. DeWitt has served with the NC DOT for more than 19 years in construction management-related positions. He has a bachelor’s degree in civil engineering from the University of North Carolina at Charlotte. He is a licensed professional engineer in North Carolina. He serves in leadership roles on construction-related committees with the Transportation Research Board and the American Association of State Highway and Transportation Officials.

Gerald Yakowenko, P.E.,(FHWA cochair) is a contract administration engineer with FHWA in Washington, DC. Yakowenko is responsible for developing and interpreting FHWA’s policy for federally funded construction contracts. In addition, he provides technical and programmatic assistance to State DOT for alternative contracting practices, such as design-build and multiparameter bidding contracts. Throughout his 24-year career with FHWA, he has been involved with construction contracting issues. He is a 1977 graduate of Lehigh University with a bachelor’s degree in civil engineering. He is a licensed professional engineer in Missouri. Yakowenko is a member of the American Society of Civil Engineers, the American Association of State Highway and Transportation Officials Subcommittee on Construction, and the Transportation Research Board Committee A2F05—Construction Management.

Keith R. Molenaar, Ph.D., (report facilitator) is an assistant professor with the Construction Engineering and Management Program in the Department of Civil, Environmental, and Architectural Engineering at the University of Colorado at Boulder. His research focuses on alternative delivery strategies for the construction of infrastructure and constructed facilities. His responsibilities include coordinating a collaborative research effort aimed at exploring alternative delivery methods, analyzing project performance, and disseminating research results to owners, designers, constructors, and students. Previously, Molenaar was a faculty member at the Georgia Institute of Technology, where he was group leader of the Construction Research Center's Procurement and Project Delivery research initiative. Molenaar has a bachelor’s degree in architectural engineering, and master’s and doctoral degrees in civil engineering from the University of Colorado at Boulder. Molenaar is a member of the American Society of Civil Engineers, Design-Build Institute of America, and Construction Management Association of America.

Thomas R. Bohuslav, P.E., is the director of the Construction Division of the Texas Department of Transportation (DOT). He is responsible for developing and issuing statewide policy and procedures for all construction contracting. He also ensures that all materials used in construction and maintenance are uniformly tested for quality. He oversees DOT’s responsibilities for pavement management and design, and the business opportunity programs, including the U.S. Department of Transportation Disadvantaged Business Enterprise, the State Historically Underutilized Business, and the Small Business Enterprise programs. Bohuslav has served with DOT for more than 22 years. He is a graduate of Texas Tech University with a bachelor’s degree in civil engineering. He is a licensed professional engineer in Texas and serves as vice chair of the American Association of State Highway and Transportation Officials Subcommittee on Construction.

Tucker Ferguson, P.E., is a senior civil engineer manager for the Pennsylvania Department of Transportation (PennDOT) in Harrisburg, PA. He is responsible for the administrative operations of Pennsylvania’s construction program, which includes contractor prequalification and evaluation, labor compliance, and Disadvantaged Business Enterprise regulation monitoring. He also oversees work order and payment processing, specification development, alternative contracting, construction documentation systems, and construction inspection and management. Ferguson, who has served more then 13 years with PennDOT, is now the chief of the Bureau of Construction and Materials’ Contract Management Division. Tucker also has served in PennDOT’s Bureau of Maintenance and Operations and Bureau of Highway Safety and Traffic Engineering, and as a design engineer and construction inspector in the private sector. He has a bachelor’s degree in civil engineering technology from the University of Pittsburgh at Johnstown. He is a registered professional engineer in Pennsylvania, and serves on several AASHTO technical committees.

Eugene (Gene) Hoelker, P.E., is the construction and contract administration engineer on the Construction and Project Management Team at the FHWA Resource Center in Olympia Fields, IL. Hoelker serves as a national technical resource for FHWA, State, and transportation industry representatives in the areas of construction operations, contract administration, alternative contracting, construction inspection and oversight, specifications, materials acceptance, and highway maintenance. Previously, Hoelker had project development, design, and construction responsibilities with FHWA in North Dakota, Indiana, Oregon, and Wisconsin. He also served in the Construction and Maintenance Division in Washington, DC, and as the construction and materials engineer with the former FHWA Regional Office in Illinois. Hoelker has a bachelor’s degree in civil engineering from the University of Wisconsin-Platteville, and has completed advanced studies in materials engineering at Purdue University in Indiana. He is a licensed professional engineer in Indiana, and serves on the AASHTO Subcommittee on Construction and the AASHTO Subcommittee on Maintenance.

Greg L. Schiess, P.E., is the pavement management and materials engineer for the FHWA Florida Division in Tallahassee, FL. He is responsible for promoting and implementing sound principles for pavement management, design, and construction; and acceptance and testing of materials both internally among Florida Division personnel and externally with the Florida Department of Transportation (FDOT), State and local officials, and industry representatives. Schiess has served FHWA for more than 29 years in the areas of highway design, construction, and materials. His most recent work dealt with improving FDOT's design-build program and hot mix asphalt specifications using the contractor's data for acceptance, and developing pavement warranties. Schiess has a bachelor’s degree in civil engineering from the University of Wisconsin-Platteville and is a licensed professional engineer in Wisconsin.

John M. Smythe, P.E., is the State construction engineer for the Iowa Department of Transportation in Ames, IA. Smythe is responsible for administering the statewide highway construction program, including establishing construction policies and practices, developing contract requirements, and deploying technical training for field construction staff. His emphasis areas include establishing contractor project quality control responsibilities, implementing a shared worker program for cross utilization of construction and maintenance personnel, developing a training academy for required training for Iowa DOT staff, measuring and improving the quality of construction plans, and streamlining construction data collection and record keeping. Smythe has worked for the Iowa DOT for more than 30 years, and has more than 25 years in various construction positions. He has a bachelor’s degree in civil engineering from the University of Wisconsin-Platteville. He is a licensed engineer in Iowa, and is active in several Iowa DOT/contractor/FHWA-sponsored quality management initiatives.

James E. Triplett, P.E., is majority owner and chief executive officer of United Contractors (a bridge-building corporation), U.S. Constructors (a road-building corporation), and Triplett-King & Associates (a consulting engineering corporation), which operate primarily in the Carolinas and Virginia. He provides general direction for the operation of the organizations in the highway industry, including planning, design, construction, and inspection/testing services. As president of United, Triplett focuses most of his efforts on bridge construction, especially design-build and fast-track projects. Before joining United in 1992, he designed bridges and other structures in the Virginia and North Carolina offices of Ralph Whitehead Associates, and ultimately developed the firm’s construction engineering services program. Triplett has a bachelor’s degree in civil engineering from Clemson University. Along with being a licensed general contractor, he is also a licensed professional engineer in South Carolina, North Carolina, and Virginia. Triplett is a member of Chi Epsilon Society and the American Society of Civil Engineers. He serves on the board of directors for Carolinas Associated General Contractors, on the SCDOT/CAGC Cooperative Committee, and as chairman of the SCDOT/CAGC Bridge Subcommittee.

Richard E. Wagman is chairman and chief executive officer of G.A. & F.C. Wagman, Inc., a general contracting firm engaged in heavy and highway construction in Pennsylvania, Maryland, and Delaware. He is responsible for the administrative and operational operations of the company, as well as the company’s industry relations, public affairs, and lobbying. He has a bachelor’s degree in business administration from Georgetown University and pursued a master’s in business administration at Drexel University. Wagman has been involved in a number of alternate design and design-build projects. Wagman serves as senior vice chairman of the American Road & Transportation Builders Association (ARTBA) and is scheduled to become chairman of that organization in September 2004. ARTBA, as representative of transportation contractors and designers, is vitally concerned with design-build, best value, privatization, warranties, and other alternative procurement systems and contract procedures for transportation project delivery. Throughout his career, Wagman has been active in industry issues at both the national and State levels through his involvement in various transportation construction associations. He is a member and former chairman of the ARTBA delegation to the AASHTO AGC-ARTBA Joint Committee. Other ARTBA positions have included northeast regional vice chairman, chairman of the Long-Range Planning Committee, and president of the Contractors Division. Wagman serves on the boards of the Associated Pennsylvania Constructors and the Maryland Highway Constructors Association, and is a past president of both organizations.
