Figure 3. Project Stages in PPP Context:

The first stage in PPP is Appraisal. The text pointing to this stage states: Is a public intervention justified? What kind? Is it affordable? Is there a market? PPP or conventional approach? Form of PPP?

The second stage is Planning, further divided into:

• Specification What is required? What's the budget?
• Tender Who's offer is best? Is it within budget?
• Negotiate Does the final deal deliver what is required? Is it cost effective? Is it within the budget? Is it likely to deliver good value?

The third stage is Implement.

The third and last stage is Operate: Is the agreed service being delivered?
