Proposal and Selection of Scan Topics

FHWA, through its Office of International Programs, is responsible for administering the proposal and selection of scan topics for inclusion in a fiscal year program.

Scan topics may be proposed by FHWA Program Offices and the Resource Center and by AASHTO committees or subcommittees dealing with road transportation. Other non-FHWA or non-AASHTO scan proposals (such as transportation industry associations or academia) may be submitted to NCHRP Project 20-36. In such a case, NCHRP Project 20-36 will evaluate such proposals and forward promising ones to the relevant AASHTO Committee(s) for consideration.

Scan proposals are reviewed, evaluated and selected by a scan selection group based on established criteria. This group is made up of FHWA representatives and NCHRP Project Panel20-36 members.
