The following topics have been selected for the fiscal year 2013 scan program:

Transportation Law Enforcement and Fire Services Integration in Traffic Incident Management

This scan will focus on cooperation and collaboration among law enforcement, fire/rescue, and transportation entities in other countries in the management of traffic incidents. The scan will identify best practices that may be applied by practitioners in the United States to address responder safety, safe/quick clearance, and prompt, reliable communications. Specifically, the scan will address the following areas:

• Mechanisms of Cooperation among TIM responders from Transportation, Law Enforcement and Fire/Rescue
• Common Performance Measurements
• Interoperable Communications and Data Sharing
• Obstacles to Inter-Discipline Collaboration on TIM Planning, Operations, Post-Operations After-Action Reviews, and Training and Exercising

Accommodating Multi-Modal Transportation on Major Highway Bridges

This scan will examine combining multiple transportation modes (vehicular, transit, bike, pedestrian) on a shared structure. This shared-facility approach has particular merit in highly urbanized and environmentally sensitive areas, and is consistent with today's challenge of finding sustainable solutions to meet our Nation's transportation needs.

Adapting Design and Construction to Climate Changes

This scan is intended to be a follow-up to the FY 2011 scan on Climate Change Adaptation (see https://www.fhwa.dot.gov/international/scan/2011/). The FY 2011 scan will focus on examining and identifying policies and implementing guidance by the international community. This scan will identify best practices and strategies for adapting to climate change, specifically with respect to planning, design and construction. Specifically, the scan will examine the changes in processes, specifications, and standards that resulted from the policies and implementing guidance being promulgated by the governing agencies.

Alternative Revenue Options for Transportation Program Delivery

Transportation programs in the United States are facing an unprecedented shortfall in revenue. In the past two decades, USDOT and States have explored many financial and procurement innovations that have helped States to accelerate and use existing revenues more effectively. Yet to date, fewer studies have focused on alternatives for revenue generation, and none to our knowledge have identified best practices for revenue generation overseas. As State and local governments await reauthorization of the Federal-aid program, having additional revenue options will help them continue transportation project delivery in an uncertain climate. This scan will examine innovative methods used in other countries for revenue generation for transportation project delivery. The goal of the scan will be to produce a menu of options, as well as best practices and lessons learned; that could immediately be used by DOTs and MPOs in the U.S.
