Shadow on Shadow Tolls

Dear Ms Jennifer Mayer,

I saw your presentation on Selected Lessons form a European Scan to the Transportation Research Board Workshop in July 2006 which I found quite unique and insightful.

I would particularly like to know more about your assessment of the shadow toll experience in various countries including Portugal. My current position as Financial Controller in the Portuguese Ministry of Transport involves assessing the budget impact of various financing alternatives over the life of the infrasctrure projects. I would be very interested in knowing more of your analysis and conclusions in this area.
